Mexico failing in its duty to protect migrants’ rights defender Pastor Lorenzo Ortiz 

I am receiving very disturbing information that Human Rights Defender Pastor, Lorenzo Ortiz, is being threatened, surveilled and harassed for his work in defence of the rights of migrants.

I raised Pastor Ortiz’ case before the UN General Assembly last month, because I had serious concerns about intimidation he was subjected to by cartels, and lack of protection he was receiving from the State.

Now, I have received reports that the situation has worsened, and I have urgent concerns for his wellbeing.

According to reports I am reviewing, migrants that Mr. Ortiz supports in his shelters are being abducted, harassed and extorted, with the alleged acquiescence of local police. Mr. Ortiz is also reportedly being following as he carries out his work providing humanitarian aid to migrants.

Though he has raised his concerns with authorities, they have reportedly not taken any measures to boost his protection or that of his shelters.

In July 2022, I sent a communication warning that Pastor Ortiz was in a situation of extraordinary risk. He had been kidnapped, and freed with the help of Government forces, but remained exposed to further attack or abduction. The Government never responded to me.

I am deeply disturbed this state of affairs has been allowed to continue, and escalate. I urge the Government of Mexico to take urgent measures to investigate allegations of intimidation of migrants and their rights defenders and to take steps to guarantee the safety of Pastor Lorenzo Ortiz.

In my report to the General Assembly this year, I gave clear, unambiguous guidance to states on how defenders of the rights of refugees, asylum seekers migrants can be protected from the risks they face. They have a right to defend rights and should not live in fear for helping others.
