He recibido información preocupante de que los defensores de los derechos humanos cubanos, el Sr. Osvaldo Navarro Veloz y Sr. Juan Antonio Madrazo Luna, fueron detenidos el 24 y el 25 de septiembre de 2021 respectivamente. Unos días antes, el 21 de septiembre, los dos miembros del Comité Ciudadanos de Integración Racial (CIR) habían presentado una solicitud al Gobernador de La Habana y a otras autoridades estatales, pidiendo que se garantizara su derecho a la libertad de reunión pacífica durante una manifestación prevista para el sábado 20 de noviembre de 2021.
Según la información que estoy recibiendo, la policía informó al Sr. Osvaldo Navarro durante el interrogatorio que su manifestación no sería permitida. Al parecer, también lo amenazaron con detenerlo si seguía escribiendo canciones críticas del gobierno. Fue liberado después de cuatro horas.
El Sr. Madrazo Luna, que fue detenido al día siguiente, habría pasado la noche en prisión. Me preocupan mucho la información que sugiere que él también fue amenazado durante el interrogatorio.
Estas noticias me parecen especialmente preocupante porque no es la primera vez que el Sr. Navarro Veloz y el Sr. Madrazo Luna habrían sido objeto de amenazas en los últimos meses. Ya he escrito al Gobierno de Cuba dos veces este año sobre sus casos. Pedí al Estado que aplicara medidas para garantizar que los defensores de los derechos humanos que trabajan en el contexto de las manifestaciones pacíficas no sean objeto de detenciones arbitrarias, restricciones indebidas, amenazas y acoso por parte de agentes estatales.
El Sr. Navarro Veloz y el Sr. Madrazo Luna parecen haber sido, una vez más, blanco de ataques por su trabajo en defensa de los derechos humanos y el ejercicio legítimo de su derecho a la libertad de reunión pacífica.

Disturbing reports from Cuba – re-arrest of human rights defenders
I have received disturbing reports that Cuban human rights defenders, Mr. Osvaldo Navarro Veloz and Mr. Juan Antonio Madrazo Luna, were detained on 24 and 25 September 2021 respectively. A few days previous, on 21 September, the two members of Citizens Committee for Racial Integration (CIR) had submitted a request to the Governor of Havana and other state authorities, asking that their right to freedom of peaceful assembly be guaranteed during a demonstration scheduled for Saturday 20 November 2021.
I heard reports that police told Mr. Osvaldo Navarro during interrogation that the protest would not be allowed. He was also reportedly threatened with arrest if he continued writing songs that were critical of the Government. He was released after 4 hours.
Mr. Madrazo Luna, who was detained the following day, reportedly spent the night in prison. I am very concerned to hear reports that he was also threatened during interrogation.
I find this news particularly concerning because it is not the first time that Mr. Navarro Veloz and Mr. Madrazo Luna have been targeted in recent months. I have already written to the Government of Cuba twice this year about their cases. I requested the state to implement measures to ensure that human rights defenders working in the context of peaceful demonstrations are not subjected to arbitrary detentions, undue restrictions, threats and harassment by state agents.
Mr. Navarro Veloz and Mr. Madrazo Luna appear to have yet again been targeted for their work in defence of human rights, and the legitimate exercise of their right to freedom of peaceful assembly.
